If all of the active (submitted in last 30 days) Guardians formed a new empire, we would be in second place, just behind the inactive Galactic Guardians. But to the larger question, I would like to see some rejuvination of the empires and have some new ones out there shaking up the order.

It appears to me that Stardock is using date of first game submitted to trigger recalc. The ones that I checked on as listed above all had first games of 10/03 or later, while those who drop seem to be the ones with July or Aug '03 games.

Did your UP pass laws limiting number of modules or banning terror stars?
Hmmm, the game count is strange, but I understand why the scoring might not add up. Say you had all of your good games in one month, then lots of empty blocks. It would be a much lower score than playing one good game a month filling each block. The square root function doesn't take as much away from you when they are divided up into good/neutral/evil, then the scoring is applied. I suspect the same would hold true if you looked at your games divided up by size (tiny/small/medium/etc).
