Originally, there was no 1 point minimum damage. The result was you would end up with invincible fleets and extremely long turn times.
Buffing the military staircases is something we are adding sooner rather than later.
There is never a reason not to build something in a shipyard. At the very least a treasure mission.
One thing to check: Turn down anti-aliasing. I've seen people run at 8X anti-aliasing at high resolutions and no one is a winner then.

There is definitely something wrong there. The attack value shouldn’t exceed the max attack. I wonder if there’s some fleet buff that is letting it roll a higher number.
