I know the team is reviewing the save. Stuck turns aren’t a single cause in a very, very multithreaded game engine.
I thought I was answering a lot of them. We do have people who summarize what's been said and it ends up as a Jira task to implement. Unless it's from that Werewolf guy of course. Screw that guy! ;)

Ok so here is what I did: The Yor can now increase population by building their own cities.

So in this case, try elimianting the unavailable true part.
If you want to try something you can open up PlanetaryProjectDefs.xml which is in the data\game folder and the first project should be the economic stimulus. Try replacing it with this code: [code] ProjectEconomicStimulus ProjectEconomicStimulus_Name

There is no “AI look”. It can be as mundane or bizarre as the user makes it. It is still limited based in the user’s direction. For me, it’s a lot like when I give direction to our human AI team to create things.
