I don't think this was intended, it makes everything other than military almost worthless/point

I have started/played three more games in a row with -5/-7 food on turn 1. Is this a feature now? :) Should all civ's start with enough food to feed all the people on the home/core world?

I acknowledge the stats are from GC3: Hmm, so Deep Space9 repairs faster (6) than a dedicated shipyard (4)? Or do the numbers mean something other then 'hit points per turn'? I think invoking the repair command is '4' vs '1' just running around. Do you/anyone know if these stack with the repair command somehow, like it is assumed if a ship is in a yard it is repairing so 4 for the command plus 4 for the yard =8 points base? Turn 1, I start with -7 food? After I make almost everyone a farmer? Seems like I never would have made it to the stars.... :) I have never seen this before with this civ or any other. Was something changed with starting core worlds?
I also find interesting, is when a flag ship levels. If the ship is at full hit points when it levels the new hit points are added and the ship is at max full 'new' hit points. But if the ship is damaged when it levels, the max possible hit points is raised to the new level, but the ship stays at the previous damaged number of hit points. I would think the behavior would be both one way (add the net new hit point always) or another (never add to the current level of hit points but jus

Hi, Where are these from? Top Gun, OTS, Tactical I/C... etc. I know starship specs is a policy. I think orbital academy is a planet orbital build, but I did not know it was 150% buff. Is there a link to where these are discussed in detail? I can't see them when I go over the tech tree as to the tech needed for them. I have also noticed that if you capture a planet with a governor, and fire them they disappear rather than going back to the pool. So you can't reassign them to another task.
