IIRC, the initial cost to refit will be the cost of the new unit - the cost of the old unit. Refitting will be done in a SMAC fashion of selecting the old design and selecting "upgrade".

to me that if you "built" an item, you'd want it to "automatically re-route", rather then get discarded and be required to build a new one.
