What do you mean by sector map? If it's the view in a solar system, then the 1 through 4 keys will adjust it.

Your system might have 8GB, but that will be split with the integrated graphics card. Not really. From what I can tell there's not enough RAM for the game causing it to become unresponsive. Try opening Task Manager and sorting processes by memory, then check if there is anything that would be using a lot of it, like say a web-browser, then shut them down to free up memory.
Long shot, would you follow the instruction here to check if your RAM is ok?
Couldn't hurt to try disabling one monitor, would probably free up some memory.
The Earth Rising thing is just a splash-screen, there is no issue caused by it. I double-checked by uninstalling Earth Rising on my system and playing the game. Are your drivers up do date? Specifically the graphics ones. From your system's info I see you only have an Intel HD Graphics 620. You can find the latest drivers for that card here .
What are your system's specs?

Would you reupload the runlongs? To see if anything changed.
Set Anti Aliasing to 0, turn off VSync and try playing the game.
Enter the game and then go to Options, in Visual and Audio tell me what you have set Anti Aliasing, Texture and Shade Detail, and Shadow Detail.
