You can always modify it yourself with reshacker, but most people don't want to go through the trouble. I don't know about winstyle or WB4, but have you checked that the theme/style does anything more then just changes the color of the start button?

I'm trying to figure out how to change what appears in the title bar of internet explorer, but can't seem to get anywhere. You know where " - Microsoft Internet Explorer provided by so-and-so"... I want to change that. Thanks for any help!
