Learn how to start utilizing the tactical map. (F9) toggles between the main map and the tactical map and you can zoom in an out of it regardless of the setting of the mini-map. I will usually zoom to 100% magnification in the tactical map and either use the planet list to move from sector to sector or the mini map at the smallest magnification then use (F9) to go to that sector on the main map. I have put in a suggestion to Stardock that they make the tactical map more interactive for selecting

There is a problem with the govenors implementig policies under the domestic policies screen under the military swap selection. It appears it is the result of the fact that in your coding under the planets list screen because you leave the slots blank when you are building nothing the govenors have no reference point from which to make a decision in changing your selection. I assume you have left the slots blank for cosmetic reasons, they simply just look better left blank instead of having the
