I thought anything class 15 or above was deemed productive? The extra 15% planet quality can usually raise a planet one class higher. PQ 14 becomes PQ 16. PQ 15 becomes PQ 17. PQ 13 becomes PQ 14. PQ 12 becomes PQ 13. I'm rather fond of this choice myself. I like to put the extra point in luck and my party bonus in morale and diplomacy.

Is it possible an option could be added to remove all minor/major races except the player from the game? Any games played in this mode would not be Metaverse-submittable. It'd give some of us who never have a chance to make it all the way up the tech tree a chance to mess around. Really, all I want is some sort of sandbox mode, ala Dungeon Keeper 2. ~SDC~
