GalCiv II with all expansion packs was pretty much the best 4x experience ever for me. The only thing it lacked, was deeper internal politics screen (I liked the voting thing, but it was pretty shallow ; I absolutely loved the random/global events. They were outstanding! Ship creator was another very nice thing (But it was kinda pointless with that combat :<) and I really liked the universe/races. If
