I'm experiencing the same issue. It's as if the index of the icon is off by one. For example I have Chrome open, Explorer icon, VLC open, Outlook Open and Xbox Open. When I hover over the Outlook icon, it shows the VLC preview window and the Xbox shows the Outlook preview window. Also clicking on the icon opens the wrong app. Start11 1.24 Windows 11 Pro build 22000.708
