Uninstalling and re-installing fences solved this issue for me.

Label Bar Chopped Off in Fences Stardock Forums

The labels on my fences have been chopped off, leaving an extra ~10px gap where they should be. I know they're active, because I still see the little nubs from the bottom of the bar when hovering over it (circled in image), and I checked that they're enabled in the settings.
