In this case adventurers I could usually hire. Even though I get the "Bubble" that indicates I could talk to them and then hire with money. It isn't letting me. This seems new to the current edition, as I remember being able to hire a stack back in one of the earlier patches (may have been release build, it has been a while)

OK, so I know a lot of people are complaining about AI who do nothing. This is made more confusing by the fact that half the time the AI that is doing nothing is Minor nations. Thus it gives the impression of doing nothing. Now the big issue I've noticed is that sometimes even when I tell the game to create a new one with all the other Kingdoms and Empires included, about half the time they still spawn with only one Major Faction and the rest minor, therefor

Whoa? Turtling not allowed? Booooo! Turtling should be as valid a strategy as any other. Just because you don't find it fun doesn't mean others don't. For me I find Blitzing boring and unfun. It's not how I want to play a game. I far prefer small but highly advanced civilizations in any type of 4X as I go for diplomatic or non-military styles of victory.

Not sure if it is related or not... but I almost wonder if it is a passive AI in general. I've played 465 turns of an Epic, Large Map, Normal difficulty campaign and I'm not seeing ANY AI factions that have expanded beyond one city. I tend to play games as a turtler and research victory sort too, so I've yet to attack one of them. But in hundreds of turns none have expanded at all. EDIT: Yeah, I'm a moron, I
