Note that Beta 4 greatly increased all ship "module" components' masses. They went from mass 5 (ridiculously light) to mass 40-50 each. You can't even build an early double-ctor any more because the 2nd ctor module doesn't fit. So maybe a "survey module" also got huge(r) in mass, and no longer fits the old survey ship designs. Maybe that causes the ship-generator function to just omit the survey module.

The Release version will come with a manual booklet/PDF. For Beta, it is not yet written, and so we just learn as we go. Of course. New Beta, start new game. It's Always Been That Way. Your Beta 3 Ideology high-water marks don't even fit into the Beta 4 Ideology grid. You can beeline up to an Age boundary, but then you must research something else until you actually finish the previous age. In Beta 3 and earlier, it takes 22 AoE techs to enter AoW.
