These weren't toxic planets though. They were classes 10, 11 and 14. Might it be something to do with adapting from their tech to mine. If so is there a way to speed it up?

Hi, So I've been playing some one off games upto largest maps with 5 AI races, and I came across a scenario that I'd like to understand a bit better. When you receive new planets from them being surrendered to you either because a weak race is being beaten by a stronger AI race, or you wage war on a race and before they give their planets away you ask them to surrender, how do you get the production rates up? They are fully populated, with high approval, lots of factories,
