'Moderated' simply means that your particular wallpaper was not what the admins were looking for, and therefore was not added to the site. It may has lacked something essential or just have been a 'filter-fest' where it's mostly the software doing the artwork and not you. It's pretty hard to do... but check out this page: http://www.virtualplastic.net/html/ui_panel.html for a little insight into way of customizing your control panel. However it seems it can be done with a lot of work (i.e. converting icons to 16 colours, and re-hacking the .cpl files) Hope this helps
