Cehan i don't see how it's "surprising", the thing with major AAA-titles is that they're usually making a lot more copies, as well as sending them out in advance of the release. Gamestop didn't get their shipments until April 10th, 4 days before release, AAA-titles may ship out the game even up to a month in advance, though usually atleast a week. Well it's certainly not 3.6GHz Unfortunately the frequency doesn't tell you much, the Core 2 Duo's are doe more instructions per clock than a P4 does, atleast 50% instructions more, so technically a Core 2 Duo is equilivant to a 2,7GHz P4, and that's not counting the second core.
