Reply to pirate base problem with phase stabilisers in Sins of a Solar Empire Sins Forums

How does one use the phase stabilizers? Can they only be used within a solar system? I'm playing 'Derelict' and have a stabilizer in the two end solar systems. Does one click on the destination stabilizer to get the fleet to move? Perplexing & frustrating.
