How do i increase my Capital Ship cap? in Sins of a Solar Empire Sins Forums

Ok i must be dumb or something. There is no way you can only have one capital ship through out the hole game. Can some one plz explain to me how to rais the cap. when i build a Capital ship Port it gives me one. Ok, so i make a Capital Ship. Then it goes down to zero. I have tried building another Port but that dont give me any more Cap points. What should i do? Can some one please help me out?

Ok i just got the game. I cant fuiger out how to rais my Capital ship cap or the Normal Ship cap. I have been at it for 2 days now and i dont know what to do. i think i have tried everything. Plz help.
