Update: I have had no joy as to a refund of the over charge for the product, fed me a line about exchange rates. Seeing as I paid by paypal in USD this should not be the issue. I have reported the situation to paypal as I consider this an unauthorised payment.

Similar situation for me, web site says $9.95, my Paypal account charged $11.63. Seeing as its Paypal transaction it cant be an exchange rate issue even if I am in the UK. Email to sales sent and if no joy will take it up with PayPal. Not impressed.
