Creating starbases? in Real-Time Stardock Forums

This questions probably makes me an idiot, but to hell with it because I can't seem to figure it out. I got the entrenchment expansion, it's installed correctly (I think) and loads properly. I've researched the Heavy Constructors in the defense research tree. But I don't know what's supposed to happen from there. No heavy constructors are appearing at any of my planets and I don't see a way to build any. So, the question: what am I missing? :X Thanks!
