I did put military spending to zero, didnt realize that freighters and stuff was military equipment, a bit odd really.

There was a tracked glitch in the servers that got fixed. You were not going crazy. However if you should have more trouble let us know at support. NO, it does NOT work I did by GALCIV2 Gold Edition in the belief that I could download it and get it straight away. I guess I was wrong.
