Cuddlelump has the right idea here. Pirates are an opportunity, not a problem. Pirates will indiscriminately attack any and every race. Let them decimate your fleet. While they're busy doing this, and the same to others, move the research and social slider bars to the right. The AI for the other races is, in my experience, too stupid to do the same, so you'll end up on top in several cycles.
