Personally I really like how the new Kings Bounty game added a leadership score that limits the troops you can carry around to prevent mega armies. I don't know what the easiest solution would be here. derive a value from units experience, equipment and numbers, and then give all heroes a Leadership score (or Willpower based one?). Reading Brad's new Dev Journal post Thursday Musings, population is about to be a resource, that I think will help some. Indeed, Ssternbe I like the idea of Outpost buildings that would act as mini-settlements (which i imagine would be used to "cap" gold mines and what have you, but they would be really restricted in terms of sprawl. Sethai, to alter your idea. How about if cities made by Pioneers can't grow beyond level 1 (still limited in number). Then you would get 1 UBER pioneer that can build a city that can grow just as much as your core settlement.

I like reading that you intended for less cities. I'd really like it if in the sandbox mode there was a tick box or two that allowed for limiting either cities, or in some way limit city building sprawl. Like tick "limit cities" and it would scale per map size, Tiny = 2=3 cities, Small = 4-5, etc. Or some other clever way of making the game less city management, more roaming a map, questing, and slaying enemy empires.

Personally I enjoy having a few towns. I think I'd be happy if you could only build say, 5 or so towns max. One thing I don't like about town sprawl is it quickly kills questing. I'm thinking about trying my hands at using the mod tools to limit Pioneers, increase quests and spawned monsters, and turn the game slightly more into a dungeon/monster killer, less city micromanagement. As other's are pointing out, it's actually a really awesome option to finally have in the game. It prevents tech's from spreading near instantly after just 1 race discovers it. it's strengthens the power of research, and bargaining.

I agree, I remember an old TBS game Lords of Realm II, you could send angry letters to the Computer controlled opponents. Lots of fun.
