Potential Peace Bug in GalCiv III Support GalCiv3 Forums

I am playing with the Terrans, my empire is larger than the Drengins, but Dregins have equal or slightly superior force. Due to my concentration of force, I am generally winning battles and taking around 6 to 8 plants from the Drengins. I ask them for peace asking for 5 planets they say no, I up my demand and say yes, as I up the demand it flip flops between yes and no. In the end I demand for like 40 planets leaving them two and they accept. Same game the did the same with the Iconians too.<

The problem is that the number does not seem to be random, but seems to be the serial number of the unit. You build the first ship it's 1, three races build four ships, and you build the next one its number is the 6. It seems to be random to you, because you are missing the other ships. In my current game we are up to like 30,000 ships (many of them destroyed) One of my battleship classes has more than 70 active ships.
