It's a possibility, but the discrepancy was incredibly high, and Earth did not appear to be getting any morale boost from the starbase. And looking at my savegame, Earth has a 30% morale boost from a building, and no other listed bonus. My civilisation planner has a 24% morale boost listed, from starbase, but it doesn't appear to be listed anywhere else.
I'm aware. Which is why I'm confused that Mars, being in the range of a starbase that isn't supposed to have a range, was getting the morale bonus but Earth isn't.
I had a morale resource near my starting worlds, and when I built a mining starbase on it, it had an area of affect, like a standard starbase. My secondary world was within this area, and seemed to be reaping its benifits, whereas my capital was not, and had a much lower aproval rating (95-100% for mars, 60-65 for Earth). Earth had an entertainment complex, mars did not. EDIT: Playing the 1.3b beta, by the by.
