Galactic Guidebook wonder in Galactic Civilizations II GalCiv2 Forums

I've built the galactic guild book building a couple of times. Its supposed to reduce cost of survey module to zero so that any ship could explore anomalies (not just your flagship or a ship with a survey module on board). After I built it though, when designing a ship a survey module still costs 10 spots or so. Is this a bug or does the wonder/building just add the survey ability passively to all of your ships? TIA
