Why can I not manage tax and governors etc - and also not have a number of screens available that the tutorials say should be there? In addition some game incidents occur, such as "youve found inhabitants on this planet - choose one of the following options" but you cannot chose any of the options. Neither can you chose what type of space station to build. Its as though you simply arent allowed to make a lot of the decisions that the tutoria
