I agree with FuzzyMatrix. It would make the most sense if only the humans and those who know the humans are part of the Galactic Council.

When i double click on another race's planet and got to details a can change their propaganda rate. If I try to destroy the colony, the game crashes.

I have recieved a conformation e-mail but the registration/serial number for galciv II is not included. Will i not recieve this code until beta 3 or should i have received it already?
