I have a suggestion. The United Planets has a lot of potential. I think it should be added to in Galciv2. Something along the lines of the Planetary Council in Alpha Centauri would be nice. Any civilization (including the player) could call a meeting (but meeting couldn't happen more often than once in X turns) to take a vote on a number of issues. Civilizations would have the option to bribe another civ into voting your way. The UP could also elect a galactic governor every few years w
