Link for aplications in the desktop

I used to make a html file with links to my programs, (text format looks), now in the Windows Xp i can`t get the exact link for run a app inside my pc. When I click over the link, the Internet Explorer asks if I want download the file.
I don`t understand so much about customization yet, all I learnt was that is possible to put a html file as a wallpaper in the desktop. And I put all my apps links in text format so my desktop keeps clear

So, does anybody can help me...
