First, try out as many skins as you can. That way you can figure out what it is you want that others have not already made. Then, experiment. Depending on what you want themed, the cursor, the icons, the desktop, everything, boot screen, welcome screen and much more. You'll need a good graphics editor too. Happy skinning!
