Multiple User Account Issue with Theme Manager

Hi, having a little trouble with Object Desktop that I can't figure out, I hope someone can help. I am currently running Windows XP Home SP2. I have Mulitple User Accounts that I would like to theme so that each individual on this one computer has there own screen. Problem is when I switch between users, I lose the ability to skin the taskbar. I deactivated DEP already, and I can skin my account perfectly, but as soon as I switch to another account, I am unable to fully apply the skin (no Taskbar/Explorer)to their account. I have allowed ADMIN level access for their accounts, but this doesn't address the incomplete skinning. Thank you for your time and help.

It should work on registered versions.
I run xphome/sp2, windowblinds,desktopx,iconx and rainys on 2 accounts with wb/desktopx on the 3rd.
All different, no problems.

The only thing I can't get separated is icon packager - it appears to be all or nothing.
