delay to show autohidden tabbed dock

how do I do this

from Stardock Forums

I have an autohiding tabbed dock on the top of my screen and it show too quickly when my cursor ventures up to the top of the screen - which happens often when I need to get to the frame of a window.

Is there a way for a delay for the auto-hidden dock to unfold?
