So i am looking for a way to change upkeep on all fleet upgrades very slightly on all the 0-9 upgrades just to shave the harshness of the rebuild factor enough to let the player bounceback from an onslaught of attacking AI after a timed buildup of defense.

How can i edit the Fleet upkeep to lessen it? thanks
