SoaGE at my wits end

So I just recently reinstalled Sins and was going to play SoaGE, as I played it back in the day and had fond memories. I installed everything, seemed alright, I went to start a game and a little less than half my research icons appeared. I started up dev mode and got this error

Followed by this one, repeating for all 999 entities

Failed to find data file 'RESEARCH_ARTIFACT_SUPPLY0.entity'. (SubPath = GameInfo)

I have tried reinstalling the mod, deleting the mods folder from my games, reinstalling sins, moving sins, excepting sins through firewall, enabling LAA on sins .exe, verifying integrity, running in admin. every time the result is the same and I'm at a loss. please help, I really do love this game.

P.S. the last error of the day is the privacy policy button failing to appear on the main menu

tried a complete fresh install of sins, deleted the entire ironclad games folder in my games, started sins, got the modpath to make another mods folder, fresh download of SoaGE, extracted directly into mods folder, only SoaGE enabled, no submods, and exactly the same error messages.
