Bug - Minor faction Capital ships

Hi,

 

When the capital ships of minor faction lvl up they dont apply the skill points they earned.

 

Shouldnt the minor faction own all mines on their planet ? had a ferrous planet with 5 out of 6 built a mine at a minor faction

To be fair, Ferrous is pretty much the only planet where you can get more than 4 mines.

was talking about the minor faction didnt had all resources with mines on them.
