Why does soundpackager refusing to launch

up until about 2 months ago my sound packager was working fine but after adding a new partition it it now closes stating there is some kind of problem.

is anyone one else encountered this and if so how did you "fix" it?

Try reinstalling.

I've tried that using IObit uninstaller numerous times
