Question About Regulus Snipe

I was wondering if Regulus sniper scope can snipe a player who is running away out of the line of sight into the FoW as long as you had targeted him prior to him entering the FoW.

 

Also, I was playing Regulus and maxed Sniper Scope, but I can't snipe locations in the FoW. I thought I could snipe places where I think the enemy is at even if I can't see them.

Yeah you can only snipe someone who is in the FoW if you targeted him before he entered the FoW. However you can use the favor item Heavenly Wrath (not sure if that was the exact name of it) to clear the FoW for 1 second or so (dealing 250 dmg) and then snipe an enemy demigod if you can see one.
