I've gone through many post by people having this problem i have:

Tried running Sins of a Solar Empire Rebellion.exe directly from my install directory

Tried disabling the in-game Steam Community overlay

Tried verifying the integrity of game cache (says 1 file is missing) (Have no clue what file is missing but people have tried and had no success even after replacing the missing file)

Tried running Sins of a Solar Empire Rebellion Dev.exe

Made sure all Drivers are updated

Reinstalled Microsoft Visual C + + 2012 Redistributable (x86) - 11.0.51106

Even tried turning off the Firewall, Anti-virus, and Mal ware bytes

I even emailed Stardock support and waiting till monday hoping to fix this weekend, if they mail me before i get a post from someone who can help i will post what he says to do and thats if it works.

What was your ticket number?

The system sorts most recently active tickets to the back of the queue, so if you repeatedly reply to your own ticket (or create new ones that will get merged) before allowing support a chance to address it, they will never see it. Please be patient and they should get back to you within a couple of business days. Also make sure that any emails from support have not been spam filtered.

You will receive an auto reply from us, that's normal, that lets you know we've received your message and that we'll be contacting you back soon.
