Gametype that starts with ALL research discovered?

Less stuff to worry about, more fun.

Personally, I think this game would be more balanced and fun if this option was available. I know there are those who disagree and can make their arguments. But having to research that which makes your faction "YOUR" faction. (TEC rebels feeling like rebels, ect). It makes the game flow more fluently and there will be less emphasis on how well you do at the start compared to mid - late game. (As it stands, the earlier game is obligatory anyway, build cap ship, expand ASAP and then dig in to research techs).

Does this exist somewhere?

You could easily make one. You'd just need to edit EVERY SINGLE entity file that has a research prerequisite and remove that and set the prerequisite count to 0. Seeing's how each race (TEC, Advent, Vasari) has about 130 researches and we'll say 10 faction (Rebel, Loyalist) specific researches that's only 450 entities (theoretically, some researches are simply bonus income rates which can be changed in the gameplay.constants or planet files).

I don't think that would be enough?  I believe techs such as mission offering and feeding cannot be done this way...

If you're willing to use the developer.exe, there is an option that unlocks all research for all players. That's probably the easiest way to get what you want.

It would not really be balanced.... with maxed out research Advent can decimate TEC quite good..... and Advent stands no change angainst a maxed out research Vasari.

I didn't think so, but I haven't really tested it. I certainly haven't noticed my TEC capitalships auto leveling up as if I had the Advent's mass transcendence.

That said, you do automatically get all artifacts for some reason.

Kinda make sense.  It is consistent with why the E4X Faster Combat mod works on every player and racial/faction bonuses don't.  Artifacts are like research subjects that is part of every player's research tree, and are normally "researched" by successful explorations.

That may have been it then. I noticed things like gravity well sizes and what not shifted with all research. I typically only use it for screen shots of research trees so never paid super close attention.

It may also include pacts...I tried to do the math once on some of the bonuses, and even if one included artifacts it didn't explain some of the bonuses...
