does this unlock your phase nodes for anyone who has a cease fire or does it require a peace treaty?

If I recall correctly, you need to have a phase pact with them.  Not sure though, as I don't play as vasari and in multiplayer you never see any kind of diplomacy.

In Diplomacy you had to have a Phase Pact, in Rebellion you need to research Shared Phase Lanes. I can't answer to the OP's question, tough

I think cease fire does not mean you are allies.. But maybe I am wrong, but I think you will need peace treaty to be called allies officially, although I haven't tested anything about it, just thinking of the theory. It would be strange to be allies after a cease fire, doesn't sound logical to me, but this game sometimes doesn't care about logics I know..
