[Bug] Titan Shield Mitigation Maximum

Titans (or at least the Vorastra) aren't maxing out their mitigation.  At level 1, instead of maxing at 65% as is listed in it's entity file, it's maxing at 62%.  At Level 10, the problem also persists so it maxes at IIRC 73% instead of the 76% that it's supposed to.  I'm assuming that this is because somehow 3% is getting shaved off from the initial mitigation level because it scales properly with level presuming that initial bug.
