Builder not loading at startup

Hi - since using Windows 7 I cannot get DesktopX Builder to load at startup, only Client? I have Builder in my startup in Win Patrol...

When I switch to Builder it changes the Desktop Picture to Fit not Fill and I have to go into Personalisation and switch it back!

Any ideas
