You need to download the Logon program for which version of Windows you have.  You can find the LogonStudio program here. - LogonStudio

For any of the skins you find here in the WinCustomize Gallery Library you need a corresponding program to apply them.  In this case you will need LogonStudio.  If you are running an OS other then XP then you are out of luck as that link you show is for XP.

EDIT:  Some other folks were much quicker typing then me. :sun:

I am sorry I assumed that you were running XP from your original post.

 

You can only change the background of your logons in Windows 7. 7 doesn't allow the total redo of the logon like XP did.

 If it is that particular  skin you want to use on Win7, you can use the logonXP skin you linked to with LogonStudio Vista. Just open LSVista and drag the XP skin into it and it will be converted over for you. Then select it and hit Apply.

Don't let the "Vista" in LogonStudio Vista throw you off, it works just fine on Windows7, both 32 and 64 bit.;)

It actually works on XP too, but I wasn't aware that it would convert an XP logon to work for Vista and 7. Are you certain that it doesn't just use the background? I don't think the other "improvements" available in Logon XP are going to "convert" for use in Vista and 7.

Correct. That is all that LSVista does with any logon screen.
