Is GalCiv connected to Star Command?

Lately, I've wondered this.  There are some close similarities such as...

 

Tir-Quan training center.  Sounds a bit like Ur-Quan, a race in SC.

Korath Clan.  Sounds like Ur-Quan Khor-ah who also want to destroy all non Ur-Quan Life.

Dregnin Empire and Korath Clan both share the same ideals as both Ur-Quan Clans.  One wants to enslave the galaxy and the other to destroy it.

Percursors.  Both GC and SC have an ancient race of power called the Percursors. 

 

I'm sure there's more but it makes me wonder.

It's acknowledged that GC is loosely based on Star Control. 

 Other races that exist with counterparts in the games include:

Dominion of Korx/ Druuge (evil capitalists)

Yor/ Mmrnhrmm (Cyber-race)

Orz/ Thalan (Strange mysterious race from another dimension who refuse to discuss themselves in any great detail)

Syreen/ Altarians ("Hey, they look just like humans!")

Arcean/ Yehat (chivalrous warrior race)
