Formatted computer; re-installed DG, now mods won't work.

I don't know what the hell is going on, but since I formatted and re-installed DG, no mods will work. I am trying to get the rollover data mod to enable but it refuses to function. I have tried two different versions of it, nothing works but it worked fine before the format. I've also tried uninstalling DG, deleteing all the residual folders, and then re-downloading/installing the game and the mod STILL won't work. I made sure it's enabled in game and it says it is, but nothing happens.

What is going on here?
