LOL preorders are closed temporirily untill next month, they sold 3000 online pre-orders in 2 weeks so they had to close it.

Will be back up next month with a different set of skins for champions, also the game hasn't even been released yet, there due date is september.

Well, what always happens in thse situations is they start of sticking to the costumes only or whatever for a little while. Then they start sneaking in champions and whatnot.
