Neutral factions and their planets
Should you have to kill them first before being able to settle?

Anyone else find it a bit strange that you can freely take a neutral planet whenever you feel like it, even though they still have a fleet in orbit around their world?
Logic would dictate you'd have to eliminate their space forces before you can conquer their world.
I saw a strat tonight where one guy just focused on building Akkans, and rushed them around to systems caputuring planets as he went with the colony ability. He basically disregarded the enemy fleets and went on a capping spree. I think its silly you can conquer planets as easily as that, you should have to take out the neutral force first.
