Here's a picture I took that showcases a bug I've viewed for all the races. If I create a fleet, sometimes one ship doesn't want to join the rest of the fleet. I moved the units inside the gravity well but the one outlier there doesn't want to move. It's happened to me quite a bit so I imagine it's easy to replicate. HTH.
